The first half was a decent story about an agent who investigates newly-discovered worlds to ferret out any potential for violence, to prevent another civilization-destroying Rim war. In the second half, he develops psi powers, heads to a psi planet, and the author spends the remainder of the book throwing vague spiritualisms at us. In the end, the main character realizes he's literally God. The end.
